Are you facing problems with Personal Hotspot after updating to iOS 7.1?

Apple released iOS 7.1 earlier this month with a number of changes and improvements, but it also seems to be causing problems with Personal Hotspot on the iPhone.
A number of iPhone users from US, UK, India, Austria, Spain, Hungary, Italy, Brazil are reporting that Personal Hotspot stopped working after updating from iOS 7.0.6 to iOS 7.1. The problem specifically seems to be with the APN settings for tethering, which the iPhone can’t remember. While it’s possible to manually enter these settings (Settings > Cellular > Cellular Data Network), the iPhone doesn’t save the values in the field on iOS 7.1. Trying to turn on Personal Hotspot pops an error asking users to contact their carrier.
An Apple thread discussing this issue has been viewed more than 16,000 times with more than 200 replies.
While carriers or Apple support doesn’t know the exact cause of the issue, Apple Insider says Apple is cracking down on the use of Personal Hotspot on carriers who don’t have a contract with Apple, and don’t officially support tethering. Subscribers of carriers who officially support tethering are still able to use Personal Hotspot without any issues.
Some iOS 7.1 users have also complained about reduced battery life after updating.
